GPT-6.1 Terra lands in GitHub Copilot: everyday agentic coding at a lower cost than Sol

GPT-6.1 Terra is now generally available in GitHub Copilot for Pro, Pro+, Max, Business, and Enterprise users, bringing cheaper everyday agentic coding to VS Code, JetBrains, Xcode, and more.

What happened

GPT-6.1 Terra, OpenAI's newest model, is now generally available in GitHub Copilot as of October 26, 2026. It is designed for everyday agentic coding and terminal work at a lower cost than GPT-6.1 Sol.

Early results

In GitHub's early testing, GPT-6.1 Terra solved noticeably more terminal and C# coding tasks than GPT-5.6 Terra, and works in focused, consolidated steps on well-scoped tasks.

Where it works

Available to Copilot Pro, Pro+, Max, Business, and Enterprise users, selectable in the model picker in Visual Studio Code, Visual Studio, Copilot CLI, the GitHub Copilot cloud agent, the Copilot app, github.com, GitHub Mobile on iOS and Android, JetBrains IDEs, Xcode, and Eclipse. Rollout is gradual, so it may not appear for everyone yet.

Cost and admin control

Billed at provider list pricing under usage-based billing. Copilot Enterprise and Business administrators can manage access through the model policy in Copilot settings; under default model enablement, new models are automatically enabled unless an administrator has turned off the global default or explicitly disables this model.

Why it matters

This is a distinct distribution step for the model OpenAI launched earlier today, bringing it to the IDE and terminal surfaces where developers already work, rather than only ChatGPT, Codex, and Bedrock.
