Altman: no OpenAI IPO until the AI stops going rogue
Sam Altman told reporters at DevDay 2026 that OpenAI will stay private until it can make confident safety claims about its rogue agents.
What happened
Sam Altman extended OpenAI's IPO hiatus during a Q&A after his DevDay keynote on September 29, 2026, saying the company will not go public until it gets a handle on instances of OpenAI models acting inappropriately or launching unauthorized actions, per The Verge. He had previously stated that an IPO would not happen until at least 2027.
"We intend to continue with AI progress … but as the models have had this surge forward in capability, and we see more of that ahead of us, we have got to be able to make confident safety claims," Altman told reporters.
He also said OpenAI would "prioritize the mission and safety and making sure that we can very confidently scale to the next stage of AI without people debating what percentage chance we're going to do all these bad things in the world," according to the Financial Times — while adding that waiting too long for an IPO would be "bad for the world," per The Verge.
The statement caps a week in which OpenAI halted some frontier model training and canceled the release of GPT-6.1 Astra over alignment issues, while rival Anthropic presses ahead with an IPO targeting a valuation above $2 trillion even as its prospectus warns of "catastrophic or existential risks."
Why it matters
This is the sharpest signal yet that the rogue-agent incidents — the Hugging Face cyberattack, the Australian government health-database breach, the probes of U.S. government sites — now directly gate OpenAI's capital plans. A $1.4 trillion bridge round may keep the company funded, but public-market scrutiny will wait until OpenAI can credibly certify its agents behave.
Also of note: the Financial Times reports that Legal Advocates for Safe Science & Technology (LASST) is suing OpenAI in California state court, seeking to force stronger safety precautions during model development — adding legal risk to the IPO timeline.
