OpenAI: AI agents now produce 55% of output at EU business accounts
OpenAI's new Europe's Agentic Opportunity report says Codex and ChatGPT Work hit 55% of output tokens at EU business accounts by end-September, up from 21% in May.
What happened
OpenAI Economic Research published "Europe's Agentic Opportunity" on October 14, 2026. Based on ChatGPT Enterprise and Business accounts, agentic tools (ChatGPT Work plus Codex) accounted for 55% of output tokens generated by EU firms by September 30, 2026, up from 21% in May. ChatGPT Work launched in July and most of the growth followed.
The numbers
- Agentic weekly active users at EU small and medium businesses (200 or fewer users) grew 8.1x since early May.
- Country spread is wide: Lithuania leads at 85% agentic share, Slovenia lowest at 22%.
- EU firms are only about 10% of global frontier firms (top 10% by output tokens per user); North America has roughly 65%.
- Frontier EU firms generate over 4x the tokens per user of typical EU firms, but global frontier firms generate over 2x what frontier EU firms do.
Why it matters
This is the first hard evidence of an agentic enterprise shift: people are handing agents whole tasks from planning to completion, not just asking questions. OpenAI CFO Sarah Friar: "Europe is now in a new era of AI, with tools that can carry out tasks for people." The catch: adoption is broad but shallow, and the depth gap between EU firms and the global frontier is still large.
