OpenAI requires prior approval for model routers and AI gateways, effective Nov 20

OpenAI's refreshed Usage Policies require model routers and AI gateways offering third-party access to its models to get prior review and approval. Effective Nov 20, 2026; apps that just use models for their own features are unaffected.

OpenAI is putting model routers and AI gateways on notice: if your service offers third parties direct access to its models, you'll need OpenAI's review and approval first. The new rule lands November 20.

What happened

OpenAI updated its Usage Policies on October 21, 2026, with the changes effective November 20, 2026. A new section titled "Providing access to our models" says that anyone operating a model-access intermediary platform or other service that lets third parties directly access OpenAI models must obtain OpenAI's prior review and approval. The requirement does not apply to applications that integrate OpenAI models to power their own features. The same October 21 update also clarifies restrictions on using OpenAI models or outputs to train other models, protections for children and teens, requirements for high-stakes uses, and national-security principles.

Why it matters

The gateway and router operators that sit between developers and OpenAI's models, including multi-provider routing platforms, now have roughly one month to get OpenAI's sign-off. Developers who reach OpenAI's models through a third-party gateway could see their access path disrupted if that gateway is not approved before November 20, 2026. Apps that simply build on top of OpenAI models for their own features are unaffected.
