Oracle launches Fusion Claw: 25 governed agentic apps for finance, HR, supply chain

Oracle announced Fusion Claw, a governed execution runtime that pairs frontier-model reasoning with deterministic enterprise computation, launching with 25 new agentic applications and bringing its total portfolio to 75.

What happened

Oracle announced Oracle Fusion Claw on September 29, 2026, from Austin, Texas — a governed agentic execution runtime for Oracle Fusion Agentic Applications. It launches with 25 new Claw-powered agentic applications, bringing the total Fusion Agentic Applications portfolio to 75.

How it works

Fusion Claw combines AI reasoning with deterministic enterprise computation: a frontier model reasons, plans, learns, and adapts, while deterministic computation executes precisely and at scale — applying expensive AI reasoning only where judgment is needed. It runs on Oracle Cloud Infrastructure and is powered by frontier models including Gemini and OpenAI. Governance comes through an Enterprise Operating Envelope (objectives, policies, risk thresholds, decision rights, approvals), an Outcome Trust Harness enforcing controls on each run, and an Outcome Receipt — an auditable record of what happened, including authority applied, evidence used, decisions made, and actions executed. Customers can choose automation levels from quick assistance to governed full-auto within explicitly delegated authority.

The launch apps

Four named Claw-powered applications ship today: Ledger (finance — close readiness and exception resolution across accounting entries), Workforce Staffing (HR — executable staffing plans balancing skills, schedules, labor rules, and costs), Shipping Consolidation (supply chain — models consolidation alternatives to cut shipping costs), and Account Territory Growth Plan (sales — territory modeling and opportunity allocation). Launch endorsements came from Accenture, Deloitte, Google Cloud, IDC, KPMG, and PwC.

Why it matters

Oracle is pushing agents from assistance into governed execution inside the enterprise system of record — betting that auditability and deterministic controls, not raw model capability, are what unlock agent deployment in finance and HR workflows. That puts it on a parallel track with the agentic-enterprise plays from OpenAI (specialist dots, Microsoft Agent 365) and Meta's new enterprise platform.
